The present invention relates to a security key distribution method for enhancing security of a smart city integrated management system, and to a method for detecting an attacker abnormal behavior using the same. According to one embodiment of the present invention, the security key distribution method for enhancing security of a smart city integrated management system comprises the steps of: generating and transmitting a first key pair for a public key and a symmetric key for each of configuration systems included in the smart city integrated management system and a first random value for breaking bits of the public key; and regenerating and transmitting a second key pair and a second random value for each of the configuration systems in accordance with a predetermined key generation cycle.
