The present invention relates to a Dendropanax morbiferus extract having a PDE inhibitory action. More particularly, the present invention relates to cGMP-specific PDE inhibitor in which a blood vessel relaxation action is remarkably enhanced by containing the Dendropanax morbiferus extract, which is hydrolyzed with hydrolytic enzymes such as protease, trypsin, bromelain, and papain, thereby having simultaneously enhanced L-arginine and GABA contents, as an active component.
