Disclosed is an unexpected situation control system, which tracks an event occurrence position by information of an electronic control unit (ECU) of a driving vehicle and multiple types of information generated by sensors which are additionally installed, photographs an event scene by operating a camera installed on a sidewalk, manually determines photographed image information by an operator, and allows the system to analyze an image. The unexpected situation control system includes on board equipment, road side equipment, and a traffic control center.
