According to the embodiment of the present invention, the machine learning based chat bot data adding apparatus includes: a storage unit for storing an additional question generated from an analysis question and storing dictionary data, rule data and crawling data required for generating the additional question; a communication unit for receiving information required for machine learning for generating the additional question from the analysis question from a web server; a control unit for generating the additional question from the analysis question based on the machine learning, wherein the control unit generates the additional question having the same meaning as the analysis question but with a different expression based on at least one among the dictionary data, grammar data, and crawling data when the analysis question is inputted; a data management unit for determining a degree of similarity between the generated additional question and the analysis question and storing the generated additional question in the storage unit if the degree of similarity is within a predetermined ran; and a chatbot providing unit for performing an analysis and an answer matching based on the question data including the generated additional question with respect to a user question for which an analysis is requested.
