Provided is a method for manufacturing a catalyst for producing hydrogen peroxide, which comprises following steps of: adding silica particles to a polymerization precursor of a polymer precursor and conducting a reaction thereof to manufacture a silica-polymer composite material; removing silica particles from a carbonized silica-polymer composite material to form a porous carbon support; and adding a manganese precursor to the porous carbon support and conducting a reaction thereof to manufacture the catalyst for producing hydrogen peroxide comprising a composite of a manganese oxide and the porous carbon support.
