The present invention relates to a qualification-based block generation system comprising: a database storing at least one condition task; a communication unit communicating with at least one electronic device; and a control unit receiving any one of the at least one condition task from the at least one electronic device, generating qualification data based on whether execution of the selected condition task is completed, using the generated qualification data to generate a new block, and providing virtual cash corresponding to the generated block. According to one embodiment of the present invention, when a condition task performed by each participant is completed by using a power of qualification (POQ) method, not a power of work (POW) method, a block is generated, thereby extending participation of individuals in block generation.;COPYRIGHT KIPO 2019
