A driving evaluation system and a driving evaluation method are disclosed. According to an embodiment of the present invention, the driving evaluation system comprises: a vehicle terminal for collecting driving information which includes an RPM, the speed, a travel distance, a state of failure, and a remaining oil level of a vehicle, and dangerous driving behavior information which includes a state of rapid deceleration, rapid deceleration, sharp turn, and rapid change of lane; and an analysis server which receives the driving information and the dangerous driving behavior information collected from the vehicle terminal to identify the number of problem driving behaviors per vehicle driver, calculates the degree of driving risk based on a vehicle control signal the dangerous driving behavior information at the time when the problem driving behavior occurs, and calculates the degree of risk of a driving road that varies according to at least one of environmental factors such as a weather, a traffic volume, and a time.;COPYRIGHT KIPO 2019
