The present invention relates to a base station and a system for operating IOPS under an RAN shared configuration or an S1-FLEX configuration and a method of operating IOPS. According to the present invention, a system for operating an IOPS function comprises: a plurality of core networks having different PLMN_IDs; a local EPC existing in an access network for operating IOPS; and an eNB connected to the plurality of core networks and the local EPC and capable of performing the IOPS function. The eNB is configured to: check a connection state with each of the plurality of core networks; check a connection state with the local EPC when connection with the main core network among the plurality of core networks fails; include the PLMN ID of the local EPC in a PLMN list to be transmitted to a user terminal when the connection with the local EPC succeeds; set the connection states of the main core network and the local EPC to failure and success, respectively; and transmit, to the user terminal, the PLMN_ID and connection state of the main core network, a PLMN_ID in the PLMN list to be transmitted, and the PLMN list including a connection state of each PLMN_ID. According to the present invention, it is possible to provide a local operator with a protocol and a method for activating the IOPS function of the eNB capable of operating the IOPS under RAN sharing or S1-FLEC.
