According to the present invention, a manufacturing method of iron powder by a multi-step reduction method of iron oxide comprises: a step of separating FeO powder and FexOy (hematite with x=2 and y=2 or magnetite with x=3 and y=4) powder from an iron oxide powder mixture including FeO powder and FexOy powder; a first reduction step of performing a first reduction reaction on the FexOy powder in a CO gas atmosphere; a second reduction step of mixing iron oxide formed as a result of the first reduction reaction with the separated FeO powder to perform a second reduction reaction in a CO gas atmosphere; and a third reduction step of performing a third reduction reaction on the iron oxide formed as a result of the second reduction reaction in a CO gas and H_2 gas atmosphere to manufacture reduced iron. The result of the first reduction step includes FeO. A temperature range of the first reduction reaction is 420-520°C. A temperature range of the second reduction reaction is 820-920°C. A temperature range of the third reduction reaction is 980-1,080°C. A multi-step reduction apparatus for iron oxide capable of manufacturing high-purity iron powder by performing the manufacturing method can be provided.
