The present invention relates to a user-adaptive conversation apparatus based on monitoring emotion and ethic states and a method therefor. The user-adaptive conversation apparatus includes: a voice recognizing part generating conversation information by converting the voiced comments of a user collected from a conversational situation into a natural language script; an artificial vision part generating situation information indicating the situation in which the comments have been made, by recognizing the situation from images collected from the conversational situation, and generating intention information indicating the intentions of the comments; a situation description information part converting the situation information and intention information into a natural language script; a natural language understanding part conducting natural language analysis on the conversation information, the intention information, and the situation information; and a conversation state tracking part collecting the conversation information, the intention information, and the situation information and deriving current conversation state information, which is made by interpreting the meaning of the conversation information in accordance with the situation information and the intention information, and determining the next conversation state information including a plurality of responses corresponding to the current conversation state information.;COPYRIGHT KIPO 2019
