The present invention relates to a repair and reinforcement mortar composition for improving the repair, reinforcement, and seismic performance of a concrete structure, and to a repair and reinforcement construction method using the same. The repair and reinforcement mortar composition of the present invention comprises silica, calcium alumina sulfite, silica fume, a polymer, a fiber, a strength enhancer, anhydrous gypsum, a shrinkage reducing agent, a polyvinyl alcohol (PVA) powder resin, an antifoaming agent, a powder type silicon water repellent, and a seismic performance enhancing agent.
