The present invention relates to a system and method for vertically calculating an entire sky cloud liquid water amount, wherein the system comprises: a vertical radiometer and a vertical rainfall radar for measuring an amount of liquid water in a cloud; a satellite operation altitude input part for measuring an altitude of the cloud; and a central control part wherein the measured amount of the liquid water and the altitude of the cloud are inputted and the amount of liquid water of the vertical radiometer or the amount of liquid water of the vertical rainfall radar is selected according to the intensity of a rainfall, and the amount of liquid water is calculated and output according to whether or not a melting layer exists in the altitude of the cloud when the amount of the liquid water of the vertical rainfall radar is selected.
