An embodiment of the present invention relates to an operation method of a network resource manager for controlling an intelligent data collection operation under the environment of Internet of Things. The operation method comprises the steps of: receiving, from a local smart hub, service history information on a providing time and a providing location of an intelligent service and intelligent object collaboration characteristic information on an execution function and an operation state of each of a plurality of intelligent objects used to provide the intelligent service; generating an intelligent data collection-rule having a predetermined pattern for each intelligent object based on the service history information; and optimizing the intelligent data collection-rule by job scheduling to minimize the number of collection of the intelligent data based on the intelligent object collaboration characteristic information. According to the present invention, it is possible to minimize waste of network resources and an increase in computational overhead.
