The present invention relates to a heterogeneous catalyst for preparing 2,5-furandicarboxylic acid using a chitosan scaffold, which has a high reuse rate due to excellent activity and stability, and a preparing method thereof. The preparing method of the present invention comprises the steps of: preparing a chitosan mixed solution; preparing a chitosan mixture; preparing a carbonized chitosan mixture; obtaining a carbonized chitosan; preparing a mixed solution; preparing a first stirring solution; preparing a second stirring solution; and obtaining a catalyst.
