The present invention relates to a top-down construction method using a steel pipe pile underground wall and a shear support plate, which construct an underground structure by constructing an underground pillar member and an underground wall and connect a ground pillar member to the underground pillar member to construct a ground structure together. The construction method installs a shear support plate on the outer circumferential surface of a steel pipe pile for the construction of an underground wall and a steel pipe pile of an underground pillar member, reduces ground penetration resistance by producing the shear support plate in the form of a vertical bending piece to extend downward, and secures a shear force by forming welding parts with the steel pipe piles on top, bottom, and both sides (w1, w2, w3), thereby quickly and stably constructing a steel pipe pile underground wall using shotcrete.
