Improved testing and data collection methods are described herein with reference to testing new fuels as exemplary components to be tested for authorization purposes. The method generally comprises: generating a model for a new system; Making samples and accepting them into the reactor; Testing the sample in a test or commercial reactor until the exposure time reaches the expected cycle length of fuel at the time of last use. The method preferably takes place at the same time as submitting a permit application for commercial use of the new component to the relevant government agency to expedite a permit testing review.
