The present invention relates to a membrane structure in a form of a pouch having an open top and a space therein, comprising a metal support and a carbon material. The metal support is formed of a metal plate of a mesh structure, has an open top, and has a pouch shape having a space therein. The carbon material is entangled to from a three-dimensional network structure. A part of the network structure is entangled with the mesh structure of the metal support.
