The present invention relates to a control signal generating method and a control device for a drone. A control signal generating method for a drone using gesture learning of a user comprises the steps of: acquiring an image captured by a drone flying while moving in a plurality of motions; recognizing a gesture of the user who is watching the captured image; modeling an operation of the drone corresponding to a gesture of the user through a learning model, and generating a drone motion control signal corresponding to the gesture when the user takes a learned gesture. According to an embodiment of the present invention, escaping from a collective operation for controlling the conventional drone, the user can generate an operating gesture for actively controlling the drone according to the type of a sensor owned by the user, physical conditions, and preferences. That is, by using an embodiment of the present invention, even when a user has only a sensor capable of detecting a motion of a specific part of the body, or a user has an impairment in the motion of a part of the body, the user can generate a unique motion and control the drone.
