The present invention provides a titania-based flux-filled wire for gas-shielded arc welding with excellent low-temperature impact toughness in post-heat treatment. The flux-filled wire comprises, with respect to the total weight of the wire, 0.03-0.08 wt% of C, 0.1-0.5 wt% of Si, 0.5-2.0 wt% of Mn, 0.002-0.008 wt% of B, 1.5-3.0 wt% of Ni, 0.4-1.0 wt% Mg, 3.0-8.0 wt% TiO_2, 0.1-0.4 wt% SiO_2, 0.1-0.4 wt% Al_2O_3, 0.02 wt% or lower of Nb, 0.02 wt% or lower of V, 0.1-0.4 wt% Ti, and the remainder consisting of Fe and inevitable impurities. The value of F(X) defined by Relation 1 satisfies 2.0-4.0.
