Disclosed is a method for performing multi-user scheduling in a multi-cell NOMA network. The disclosed method for multi-user scheduling comprises the steps of: obtaining an SINR value of each of a plurality of UEs mapped to a particular frequency block; determining whether the UE belongs to a CC user group or a CE user group based on the obtained SINR value; and clustering, after the determining, a first UE and a second UE such that the first UE of the CC user group and the second UE of the CE user group are served by the same BS. The clustering includes allocating the same frequency block to the first UE and the second UE for transmission of an overlapping signal from the BS to the first UE and the second UE, wherein more power than that for the first UE is allocated to the second UE.;COPYRIGHT KIPO 2020
