Also, the improved rope power take-off system comprises a rope (101), a first power spring (215) arranged on both sides around a drum (200), a drum brake device (206), a first friction clutch (600), a first flywheel (401), a second friction clutch (600-1), a second power spring (215-1), a ratchet device (223), a sensor (224), a third friction clutch (600-2), a second flywheel (401-1), a transmission (204), and a PMSG (205). And the improved rope power take-off (PTO) system is continuously operated and calculates electrical power having a high value by high-efficiency composite operations between component devices linked to winding and rewinding operations of the rope (101) from an outer surface of the drum (200) in heaving movements of a buoy (100) by unrestricting the buoy (100) in an incident wave.
