The present invention relates to a transparent cleansing water cosmetic product and a composition thereof, and specifically, to a transparent cleansing water cosmetic product comprising, with respect to the total weight of a composition, 1-5 wt% of an alkyl glucoside-based surfactant, 0.1-0.5 wt% of a glutamic acid-based surfactant, 0.01-0.25 wt% of a polyglycerin-based surfactant, and 5-15 wt% of dipropylene glycol; and a composition thereof. According to the present invention, the cosmetic composition contains alkyl glucoside-based surfactant and glutamic acid-based surfactant for cleaning, and the polyglycerin-based surfactant for emulsification such that the present invention has an excellent cleaning makeup effect when applied to makeup cosmetics, and has no change on a property even in a long time test of stability, thereby being excellent in terms of stability. In addition, the cosmetic composition according to the present invention has a weak acidic pH similar to that of skin to minimize stimulus to skin.
