Disclosed are a filter manufacturing device without injection molding and an air filter manufactured thereby. According to an embodiment of the present invention, the filter manufacturing device for manufacturing a filter having a plurality of bent units comprises: a paper supply unit storing a predetermined amount of paper and supplying the stored paper to the bent units; the bent units forming a bent groove corresponding to a bent structure of the filter on upper and lower surfaces of the paper transmitted from the paper supply unit, forming a plurality of bent shapes on the paper by narrowing the width of the paper, and transferring the paper having the bent shape to a mold of a position changing unit; the position changing unit mounting the mold having a structure corresponding to the bent shape of the filter on both ends of the upper surface, and alternately changing the position of the mold to a position adjacent to the bent unit and a position adjacent to a filter side forming unit to transfer the paper having the bent shape to the filter side forming unit; and the filter side forming unit attaching a filter side member to both sides of the paper having the bent shape received from the position changing unit. According to the present invention, the plurality of bent shapes can be easily formed on the filter, the filter side member can be easily assembled, and an injection process can be omitted and as a result, the production efficiency of the filter production can be significantly improved.
