Provided by the present invention are an I-III-VI quantum dot having high quantum efficiency while emitting blue light, and a method of manufacturing the same. According to the present invention, the blue light emitting quantum dot is a quantum dot having an I-III-VI-based tetracomponent Zn-Ag-Ga-S core quantum dot and a ZnS shell. In the Zn-Ag-Ga-S core quantum dot, Ag:(Zn+Ga) is 1:30 to 1:5, and a molar ratio between Zn and Ga is greater than 0 and is 2 or less. In particular, the blue light emitting quantum dot having a Zn-Ag-Ga-S core quantum dot and a ZnS shell produced by the method according to the invention: may have an emission wavelength of between 440 and 460 nm and not only shows a short very ideal blue wavelength of 450 nm but also has a high QY level of 58-69%, which is high enough for practical application in the manufacture of an optical device. An example of implementing a blue light emitting quantum dot having such a wavelength and QY in a non-Cd system has not known yet.
