The present invention relates to a cosmetic composition for reducing skin wrinkles containing a Sorghum bicolor sprout fermented liquid or an extract thereof as an active ingredient and a method for producing the same. The cosmetic composition for reducing skin wrinkles containing a Sorghum bicolor sprout fermented liquid or an extract thereof as an active ingredient according to the present invention contains a Sorghum bicolor sprout fermented liquid or an extract thereof obtained by fermenting Sorghum bicolor sprout with Saccharomyces. According to the configuration, the present invention obtains the fermented liquid by fermenting the Sorghum bicolor sprout with Saccharomyces or the extract by extracting the fermented liquid, thereby having an excellent wrinkle reduction effect and no side effect on skin irritation.
