The present invention relates to a multifunctional device using a natural disaster prevention unit and an environment contamination disaster blocking unit. According to the present invention, a wall structure is formed based on the multifunctional device using the natural disaster prevention unit. According to the present invention, a tower structure in which the width becomes narrower in an upward direction is piled using a frame (10). The wall structure is formed for a rope to support the frame (10) from the upper side to the lower side, using the rope to the outside of the frame (10). The frame (10) is connected to have the predetermined length, the width, and the height. A flow pipe is installed in the frame, and an injection nozzle connected to the flow pipe is installed on the outside of the frame to spurt steam or cold water. So, the multifunctional device using the natural disaster prevention unit and the environment contamination disaster blocking unit can control the temperature in a periphery of the wall structure and can reduce fine dust.
