The present invention relates to a system for setting the impact area of a signal intersection using location information of a mobile device and a method thereof. The method comprises: a step in which a link matching unit generates link information, in which entry time and exit time of a link are recorded wherein the link information corresponds to location information collected by the GPS of a mobile device; a step in which a path generating unit generates moving path information after tracking a unique ID of the mobile device corresponding to the link information; a step in which a passing time calculating unit calculates link passing time based on the entry time and exit time of the link of the mobile device corresponding to the moving path information; and a step in which an impact area setting unit accumulates the link passing time of the mobile device corresponding to the moving path information before setting the impact area of an intersection. Therefore, according to the present invention, the circumstances of a road, composed of a very complicated system just like an urban roadway, are considered, before being expanded as special information (after considering a multi-link section), rather than time series information, thereby increasing accuracy in traffic density prediction.
