The present invention relates to an apparatus and a method which acquire a learning model by machine learning of psychological counseling data of an expert counselor, and apply a machine learning model to text written by a user to automatically generate psychological counseling text to the user. The automatic conversation method with machine learning of psychological counseling data comprises: a step of receiving text related to psychological analysis in conversation text of a counselor and a user; a step of preprocessing the received text for machine learning to acquire a data set; and a step of using a hierarchical encoder-decoder model with an attention mechanism to perform machine learning on the data set to acquire a machine learning model. The received text includes first text including the conversation text of the counselor and the user and second text which is response text of an expert counselor immediately after the first text. The automatic conversation apparatus performs machine learning on a correlation of the first and the second text.
