The present invention relates to a skin permeable protein mixed composition having hair loss prevention and hair growth promotion effects, and a use thereof. A composition comprising one or more selected from a basic fibroblast growth factor (FGF2) recombinant protein, a recombinant protein combined with a PEP-1 peptide, a recombinant protein in which a fibroblast growth factor 9 (FGF9) and a PEP-1 peptide are bound, a recombinant protein in which a vascular endothelial growth factor (VEGF) and a PEP-1 peptide are bound, and a recombinant protein in which thioredoxin 1 (TRX1) and a PEP-1 peptide are bound are excellently permeated into cells and skin, and exhibit excellent hair growth promoting effects. By using the effects, the present invention can be effectively used as a cosmetic composition for preventing hair loss and a pharmaceutical composition comprising the recombinant protein composition as an active ingredient.
