The present invention can provide a solid rubber asphalt binder with not only enhanced convenience of storage, transportation, and distribution by molding a rubber asphalt binder in a solid form which is added to enhance mechanical properties of asphalt concrete used in road pavement but also enhanced construction convenience by manufacturing and using an asphalt concrete mixture by adding an appropriate amount of asphalt binders on the road pavement site, a method for manufacturing the same, and an asphalt concrete composition comprising the same. By adding waste tire powder, high elasticity polymer and inorganic filler to asphalt, the physical properties of asphalt can be enhanced through chemical bonding with asphalt molecules, thereby providing an asphalt concrete composition excellent in durability by preventing damage to the paved surface of the road due to plastic deformation and low temperature cracking.
