The present invention relates to: an organic-inorganic hybrid resin having excellent heat resistance, adhesion, flame retardancy and the like obtained by a complex reaction of an organic resin obtained by reactions of an inorganic resin of a partial hydrolyzate of a metal colloid and an alkoxysilane with an epoxy resin, an epoxy silane, a phosphoric acid derivative, a melamine derivative; and an incombustible paint composition having excellent workability, fire retardancy and storage stability by using the same, wherein the organic-inorganic hybrid resin according to the present invention maintains the properties of organic and inorganic resins, and has excellent workability, heat resistance and adhesion, and after being made into paints, the resin can be utilized industrially as the fire-retardant paint composition having excellent workability and fire-retardant properties.
