The present invention relates to a paper steamer to make a rice cake, which comprises: a steamer body having a first receiving space opened upward to receive and steam materials for a rice cake, and a hollow part upwardly extended from a center of the bottom surface of the first storage space and providing a passage to upwardly pass steam therethrough. The steamer body and the hollow part comprise: a first base layer forming a shape by paper; a first plastic film coating layer disposed at a side in contact with the materials for a rice cake on the first base layer in order to support separation from the materials for a rice cake; and a first reinforcement layer made of paper and attached to an opposite side of the first plastic film coating layer on the first base layer to form a corrugated cross section so as to have an air layer. Accordingly, the paper steamer is able to be manufactured at low costs, is bought and used by a user making a rice cake once or a small number of times to reduce economic stress of the user, and can increase user convenience. Moreover, the paper steamer is able to contribute to quality improvement of the rice cake by reducing the temperature difference in the entire steamer when steaming the rice cake, interest of a user can be induced by facilitating manufacturing of a cup-typed rice cake, and popularization of the rice cake can be promoted.
