Disclosed is an image position tracking system based on a forest geographic information system (FGIS). The present system comprises a database (110) including a first memory (112) that stores 3D numerical elevation model map representing the shape of a forest topography by storing the altitude value of the forest topography as a numerical value; a second memory (114) that includes a horizontal movement detection sensor and a vertical movement detection sensor and that periodically receives and stores an image of a forest area photographed by a camera (150) previously installed at a predetermined location; a third memory (116) that receives and stores an image of a forest area photographed by the GPS (160), and the like. According to the present invention, in order to protect forests in mountainous areas, it is possible to quickly monitor in real time in forest fire surveillance, fire surveillance and the like.
