The present invention relates to an agent for producing fermented liquid fertilizer capable of reducing the odors of livestock manure; and a fermented liquid fertilizer circulation apparatus for reducing the odors of livestock manure using the same. In particular, the agent for producing fermented liquid fertilizer capable of reducing the odors of livestock manure comprises a novel Bacillus kochii strain 4584 (KCTC 13552BP) which is formed of a base sequence represented by SEQ ID NO: 1 and has the effect of reducing the odors of livestock manure. According to the present invention, the fermented liquid fertilizer produced through mass propagation of nitrifying bacteria is continuously circulated to the slurry pit of a livestock house, resulting in domination of beneficial bacteria inside the slurry pit of the livestock house, thereby effectively reducing the odors of manure generated inside the livestock house as well as propagation of harmful bacteria, and accordingly the rearing environment in the livestock house may be dramatically improved. Furthermore, as a liquid phase, which is produced from turning the livestock manure in 120-150 days amount of manure produced daily into liquid fertilizer by using beneficial bacteria, is circulated through a pigpen and a fermenter without propagation of harmful bacteria and without the separate use of disinfectants or antibiotics commonly used, the odors of livestock manure can be eliminated or reduced in a rapid and economic manner.
