The present invention relates to a seismic vibration sensor and an earthquake response system using the same, which determines certainty of detected seismic vibration to notify an earthquake. According to one embodiment of the present invention, a seismic vibration sensor of an earthquake response system comprises: a sensor unit to measure a sensor value including maximum ground acceleration of the ground by shaking; a seismic vibration detection unit to detect the seismic vibration based on a seismic vibration detection result value calculated from an artificial intelligence (AI) network using the maximum ground acceleration as an input when the maximum ground acceleration satisfies a seismic vibration detection condition; a seismic vibration determination unit to determine occurrence of final seismic vibration based on a seismic vibration determination parameter calculated from the sensor value based on a detection result of the seismic vibration; a shaking stage calculation unit to calculate a shaking stage of the final seismic vibration determined through the maximum ground acceleration; and a communication unit to notify the shaking stage of the final seismic vibration.
