The interference coordination process may be advantageous in various communication systems. In particular, improved inter-cell interference coordination may be advantageous for termination as well as proper configuration and setup of the partnership between base stations. The method may comprise determining the corresponding partner base station of the pair at a first base station of the interference coordination partnership pair. The partner base station may not be configured with respect to the partnership pair. The method may also include establishing a partnership pair with the partner base station.
