The present invention relates to a method for manufacturing a cooling water activating agent, and more specifically, to a method for manufacturing a cooling water activating agent for reducing vehicle exhaust gas and improving fuel efficiency, which can increase a rate at which an engine absorbs heat and increase a rate at which the heat absorbed by the engine is exchanged with external cold air from a radiator by decomposing water molecules contained in the cooling water activating agent and increasing the surface area of water molecules.
