Uplink control channel management for LTE / LTE-A communication systems with unlicensed spectrum is disclosed wherein two or more physical resource blocks (PRBs) are allocated for uplink control channel transmission. The uplink control information (UCI) payload may be determined based on clear channel estimation (CCA) information associated with the carriers scheduled for transmission of UCI data. For the determined UCI payload, more than one uplink control channel messages may be generated according to at least one control channel format, and the uplink control channel messages include a UCI payload. These generated uplink control channel messages can then be transmitted via the assigned PRBs.
