The present invention relates to a cosmetic composition for skin whitening comprising a fermented solution obtained by culturing a mixture of Cassia tora, Phragmites australis, Sasa quelpaertensis, Anemarrhena asphodeloides, and Gardenia jasminoides with Saccharomyces cerevisiae or Lactobacillus. The fermented solution of Cassia tora, Phragmites australis, Sasa quelpaertensis, Anemarrhena asphodeloides, and Gardenia jasminoides of the present invention has excellent effects of inhibiting melanin production and tyrosinase activity, and excellent whitening effect.
