The present invention relates to a design software network license monitoring system which checks the real use of a network license when several terminals use as many network licenses as the quantity held in a server with respect to design software in a three-dimensional (3D) design business area such that non-use is guided when the network license is not used; and which forcibly terminates a corresponding program when the network license is not used after guidance, thereby preventing shortage due to preoccupation of the license. According to the present invention, the design software network license monitoring system comprises: a central license control server setting a license policy with respect to design software and providing a user client with the set license policy; and a user client determining license use of the design software in accordance with the license policy provided from the central license control server, forcibly terminating the design software when a non-use time and an allowed standby time of a CPU and a memory with respect to the design software exceed a threshold value, and transmitting license use data to the central license control server.
