The present invention relates to a method for preparing steaming-based fodder, which comprises the following steps: (A) producing a blend of corns, lupine beans, cottonseeds in a predetermined ratio; (B) steaming the blend in a tank in which steam is injected; (C) impregnating microorganisms into the steamed blend to induce fermentation; and (D) packing and aging the fermented blend in a predetermined unit. Therefore, in the production of genetically modified grains as livestock feeds, it is possible to increase digestion and absorption rate of livestock, and to completely eliminate a germination function of LMO grains, thereby enhancing competitiveness of the livestock industry and preventing environmental harmfulness.
