The present invention relates to a polyvinyl chloride (PVC) pipe composition with improved noise reduction performance and flame resistance and PVC or joint pipes using the same for drain pipes. More specifically, components with anti-noise and sound-absorbing properties among components of the PVC or joint pipes can be added to the PVC or joint pipe compositions in order to prepare the resin composition for the PVC or joint pipes for drain pipes while improving the noise reduction performance and flame resistance and having the noise reduction, self-extinguishing, flame resistance, and thermal resistance properties. For 100 parts by weight of a PVC resin, the composition includes: 3 to 40 parts by weight of chlorinated polyethylene (CPE); 5 to 20 parts by weight of a chlorinated polyvinyl chloride resin (CPVC); 3 to 30 parts by weight of a chlorosulfonated polyethylene rubber (CSM) material; 5 to 20 parts by weight of a nitrile butadiene rubber (NBR) material; 3 to 30 parts by weight of a flame retardant; 3 to 15 parts by weight of an impact buffer; 1 to 10 parts by weight of a composite stabilizer; 5 to 40 parts by weight of an inorganic flame-resistant filler; 1 to 10 parts by weight of a processing aid agent; 1 to 10 parts by weight of a porous ceramic material; 1 to 10 parts by weight of carbon or aramid fibers; and 1 to 15 parts by weight of glass bubbles.
