An objective of the present invention is to provide a smart IoT-based rotary bullet camera capable of 360° unlimited rotation. According to an embodiment of the present invention, the smart IoT-based rotary bullet camera comprises: a lens housing in which a lens module is loaded; an image processing unit to output an optical image inputted through the lens module as a photographing image which is a digital image; a driving unit having a wall-type arm mount structure and a pole mount structure allowing the lens housing to be coupled thereto, and being capable of 360-degree horizontal rotation and vertical rotation; a white LED arranged on a front surface of the lens housing to emit a white light; an infrared LED arranged on the front surface of the lens housing to emit an infrared visible light; an image processing unit to output an optical image through the lens module as a photographing image which is a digital image; an analysis processing unit to recognize smart analysis and numbers to transmit data; a receiving unit to receive BLE tag information to transmit the BLE tag information; an audio unit to play a voice when an event occurs; and a control unit to allow photographing while the white LED emits a light if the brightness of the photographing image is within a preset night brightness range, and a photographing image photographed by the lens module is a preset emergency situation condition.
