The present invention provides a low-noise permeable double-layered asphalt concrete composition and a construction method thereof. The composition, based on 100 parts by weight of asphalt, includes: 5-35 parts by weight of styrene-isoprene-styrene; 0.1-25 parts by weight of styrene-butadiene-styrene; 5-35 parts by weight of petroleum resin; 800-1,100 parts by weight of aggregate; 10-100 parts by weight of aggregate powder; 0.1-2 parts by weight of cellulose fibers; and 0.001-1 parts by weight of stabilizer. According to the present invention, the low-noise permeable double-layered asphalt concrete composition including SIS, SBS, and aggregate powder with an improved grain size has excellent low-noise and water permeability properties with PG-82-34 grade and high cohesion and high binding power, and minimizes the influence of air temperature changes, which prevents cracks, scaling deterioration, and falling(potholes).
