The present invention provides a waterproof asphalt concrete composition for prime coating, having improved waterproof performance, and a construction method thereof. Based on 100 parts by weight of asphalt, the composition includes: 250-1,000 parts by weight of recycling asphalt aggregate; 0.1-50 parts by weight of styrene-isoprene-styrene; 0.1-50 parts by weight of petroleum resin; 1-10 parts by weight of performance enhancer; 250-1,000 parts by weight of aggregate; 30-150 parts by weight of aggregate powder; 1-5 parts by weight of wax; and 0.001-1 parts by weight of charcoal powder. According to the present invention, the waterproof asphalt concrete composition, having improved waterproof performance by including recycling asphalt circulation aggregate, SIS, and aggregate powder of an improved grain size, is capable of being quantitatively and uniformly constructed; excellently maintaining strong adhesive force between the asphalt and a steel surface and a concrete layer while being quickly and conveniently packed; having excellent waterproofing performance, proper durability, reduced aging and/or delamination while preventing water infiltration and potholes with PG 82-34 grade; and being packed at a low cost to be applied to a steel bridge or slab.
