The present invention relates to a porous double-layered scaffold for regenerating osteochondral composite tissue, which is embodied as an integral type structure in which a densified scaffold as a first layer and a nanofiberous scaffold as a second layer are stacked, and a method for manufacturing the same. The scaffold, in which a porous nanofiberous scaffold, where bone cells are well differentiated due to the high surface area and hydrophilicity, and a densified scaffold, where cartilage cells are well differentiated because of the porous and dense structure, are integrated, can be applied to the osteochondral composite tissue to simultaneously promote regeneration of bone cells and cartilage cells.
