The present invention relates to an urban model generation device for supporting urban planning reflecting thermal comfort and a method thereof. According to one embodiment of the present invention, the urban model generation device comprises a processor and memory connected to the processor. The memory stores program instructions capable of being executed by the processor. The program instructions generate a first urban model for a first land through a first available building plane, a first available building space, and a first development floor area realization ratio determined by using previously stored first land property information and first building limitation information. When thermal comfort of the first urban model does not correspond to a predetermined thermal comfort range, the program instructions generate a second urban model for the first land through a second available building plane, a second available building space, and a second development floor area realization ratio determined by using second building limitation information. Accordingly, the present invention can generate a precise 3D urban model to which the property of land, the shape of a road, various kinds of regulations for a building, and thermal comfort are automatically reflected.
