The present invention relates to an urban planning and designing system to emit fine dust through altitude reservation of planned districts by dividing each area of the city into block units based on roads and setting planned blocks as planned districts. An urban development plan is proceeded in block units and the flow of air is measured for each block unit of the city in existing block units to reflect the urban development plan through generation and retention of fine dust so the city planning for dispersion of fine dust is performed.;COPYRIGHT KIPO 2019
