The present invention relates to a volatile organic compound processing system capable of enhancing treatment efficiency while eliminating the risk of explosion in electrolysis process of volatile organic compounds. The present invention provides a volatile organic compound processing system capable of controlling hydrogen concentration, which comprises: an electrolysis bath (1100) having treatment water flowing in and having an electrode unit; a treatment device (1200) for removing gaseous volatile organic compounds through an exothermic reaction by hydrogen generated from the electrolysis bath; and an outside air flow path having an outside air inflow portion (1210) and an outside air outflow portion (1220) so as to communicate with inner and outer spaces on an upper side of the interface of the electrolysis bath, and discharging a part of hydrogen generated in the electrolysis reaction to the outside to reduce the hydrogen concentration.
