Disclosed are a device for detecting an unfair insurance claim and a method thereof. According to an embodiment of the present invention, the device for detecting an unfair insurance claim comprises: a data preprocessing unit for formalizing insurance claim history data to derive a characteristic variable; an unfair claim detection unit for constructing an unfair claim detection model based on a map learning based on input of the characteristic variable and normal claim data; and an unfair claim determining unit for determining whether a new insurance claim is unfair based on the unfair claim detection model.
